Bhubaneswar, October 27 (odisha.in) The designated technical directorate of Information Technology Department, Government of Orissa, Orissa Computer Application Center (OCAC) has floated Request for Proposal (RFP) for establishment of Common Service Centers (CSC) called as “Jana Seba Kendras” within Orissa.
The state government plans to establish 8,558 Jana Seba Kendras by 2008 to enable access to public utility services through these centers. It has invited corporates (national or international), societies, trusts, consortium, and NGOs to unlock the potential of rural Orissa by participating in ICT-enabled development through CSC.
The state government further stated that interested entities would be selected as Service Center Agencies (SCA) through a transparent process in accordance with the requirements defined in the RFP under public private partnership model.
As per the RFP, 25 per cent completion and rollout of CSCs should take place within 90 days, 50 per cent completion and rollout of CSCs within 180 days, 75 per cent completion and rollout of CSCs within 270 days, and 100 per cent completion and rollout of CSCs within 360 days.
The CSCs would offer a multitude of services ranging in the areas like e-Governance, education, health, agriculture, commercial and retail.
The CSC will offer government services like: land records, vehicle registration, issuance of certificates/government schemes, ration cards, electoral services, pension schemes, public grievance.
It would also offer commercial services like: Web surfing, photocopy, DTP, e-mail, games, e-commerce and others.
Last date for submission of the bid is 3rd December, 2007.
