Bhubaneswar, November 9 ( Odisha.in) Apparently helpless Orissa Government, which failed to locateHome Guard and Fire Services Director General Bidya Bhusan Mohanty as per directions of the court has finally resorted to publish notice in a number of newspapers” directing ” Mohanty to report within 15 days from the date of publication of the notice in the newspaper .” The noticehas been published on November 07 .
The notice published by Special Secretary to Government Home Department has charged Mohanty of ” Willful absence from duty” and mentioned, ” You had applied for 7 days of leave on 23.08.07 for seven days on the ground of self illness.
But your application dated 23.08,07 was not supported ny Medical Certificate and hence refused vide Home Department Letter No.41328 dated 24.08.07. Thus your absence from duty since 24.08.07 is unauthorised in sheer disobedience of the orders of the Competent Authority.
“You have been placed under suspension with immediate effect under Rule 3 (1) of the All India Service ( Disciplene and Appeal ) Rules, 1969 vide Home Departmebnt Order No.41372/IPS dated 24.08.2007.
In spite of repeated efforts neither the aforesaid suspension order nor the Memorandum of proceedings was served on you in person as you were found unauthorisedly absent from the Headquarters.
The order of suspension was received by your wife Smt, Subha Mohanti on 25.08.07 and the aforesaid Memorandum of proceedings was served through affiture on 31.08.07 in presence of witnesses because of your unauthorized absence from the Headquarters.
” You are hereby directed to report before the undersigned within 15 days from the date of publication of this notice in the newspaper to receive the aforesaid orders and all connected documents failing which action as per law will be taken against you ex-parte”.
Mohanty, the senior most Orissa cadre IPS officer is in trouble since his only son Bitihotra Mohanty, a 25-year-old rape convict, who jumped parole from a Rajasthan jail more than a year ago.
The speed with which a fast track court convicted Bitihotra to seven years imprisonment for having raped a German tourist at Alwar attracted nation-wide attention.
However, the questionable manner in which he jumped parole and disappeared obviously puts his father, Bidya Bhushan Mohanty, Orissa’s Director-General of Police (Home Guards and Fire Services), under scanner finally making him ” untraceable ” to evade arrest.
